It is APG’s clear vision to meet the psychiatric needs of the individual, family, and community established by Dr. W. Taff, MD, Dr. M. Morar DNP, and Dr. M. Kelly DNP.
Dr. Warren Taff
Dr. Warren Taff MD, graduated from the University of Birmingham, England School of Medicine, with a BA from Rutgers University. He then went on to UCLA School of Public Health in Los Angeles Health and Human Services and received an MPH. He also attended an internship in internal medicine, with the Veterans Administration. Dr. Taff’s residency includes General Psychiatry at USC, with elective residencies at the Royal Prince Alfred Hospital in Sydney, Australia, and Royal College of Psychiatry. Board certifications include American Board of Psychiatry and Neurology. Dr. Taff has extensive experience in both psychiatry and addiction medicine, extending from 1979 to present. He has held professional titles that include Chief of Staff and Medical Directorship in both hospitals and private sectors.
Dr. Moses Morar

He finished is masters degree at California State Long Beach and his doctoral degree at Chapman University. He specializes in psycho-pharmaceuticals and is treating children and adults with psychiatric disorders.
Dr. Mike Kelly
Mike Kelly DNP is a board certified Doctorate level, Nurse Practitioner in Orange County, Ca. Dr. Kelly graduated from California State University of Long Beach, and Chapman University.

Dr. Kelly graduated from California State University of Long Beach, and Chapman University, with over 18 years of clinical psychiatric experience. Dr. Kelly’s psychiatric services include out-patient medication management, in-patient stabilization, tele-medicine, substance dependence, opioid maintenance/anti-craving (Suboxone, Subutex, Naltrexone, and Vivitrol), and residential psychiatric medication management and detoxification. Affiliations with Mission Hospital Laguna Beach, and Orange County Psych. Associates (OCPS).
Dr. Farhad Nikoo
DNP, PMHNP-BC, FNP
Dr. Farhad Nikoo holds dual board certification as both a Psychiatric and Mental Health practitioner and a Family Nurse Practitioner. He earned his Doctorate of Nursing Practice, along with a post-doctorate degree in Psychiatric and Mental Health, from Brandman University, which is affiliated with Chapman University. Additionally, he completed his education at the University of Detroit Mercy, where he became a Family Nurse Practitioner.
Dr. Nikoo has an extensive history of working in various healthcare settings, including emergency medicine, intensive care units, family practice, psychiatric and mental health care, as well as addiction medicine. His experience encompasses providing care to both inpatient and outpatient psychiatric patients, specializing in addiction medicine, working in crisis stabilization units, and participating in Intensive Outpatient Program and Partial Hospitalization Programs.
In the treatment of psychiatric disorders, Dr. Nikoo employs a holistic approach that takes into consideration both physical and mental health aspects. His assessment involves a comprehensive review of past medical and psychiatric histories, genetic factors, and past treatment outcomes. He firmly believes in the prudent use of medication in combination with psychotherapy, emphasizing the importance of using the lowest possible medication doses.
